Why are shares not immediately available to withdraw from share purchase after a restricted stock or share unit release?

In the case of Stock Option Plans or Share Purchase Plans

After a release is processed, the transfer agent sends the shares to your stock plan account. Morgan Stanley at Work first needs to ensure the correct number of shares are received before making them available to be sold.
